At the invitation of H. E. Prime Minister Begum Khaleda Zia of the People’s Republic of Bangladesh, H. E. Premier Wen Jiabao of the State Council of the People’s Republic of China paid an official visit to the People’s Republic of Bangladesh from April 7 to April 8, 2005.
H.E. Premier Wen Jiabao laid wreath at the National Martyrs’ Memorial in Savar and at the Mazzar of the Shaheed President Ziaul Rahman.
During his visit, Premier Wen Jiabao called on H. E. President Iajuddin Ahmed. He held official talks with H. E. Prime Minister Begum Khaleda Zia. The two leaders of the two countries had a candid and in-depth exchange of views incorialatmosphere on China-Bangladesh relations and international and regional issues. H. E. Premier Wen Jiabao also met withBangladeshi friends.
Both sides declared the year 2005 as the “Year of China-Bangladesh Friendship” in celebration of the 30th anniversary of diplomatic relations.The visitof Premier Wen Jiabaowas a great success and furtherraised the bilateralrelations between China and Bangladeshto new heights.
I The two sides reviewed the progress of the bilateral relations since the establishment of diplomatic relations 30 years ago and highly praised the fruitful cooperation between the two countries on the basis of the Five Principles of Peaceful Coexistence in the fields of political affairs, economy, social development, culture, etc.
The two sides believed that consolidating and further developingtraditionalChina-Bangladesh relations and exploring new areas of cooperation, served the fundamental interests of the two countries and two peoples, and contributed to regional peace, stability and development. The two sides agreed to establishaComprehensive Partnership of Cooperationfeaturinglong-termfriendship,equality, andmutual benefit.
II The two sides agreed to continue the frequent contacts and exchange of visits between the senior leaders of the two countries, intensify the friendly exchanges between government agencies, parliaments, political parties, armed forces, and non-governmental groups of the two countries with a view to promoting the comprehensive, in-depth, and stable development of the bilateral relations.
III The two sides agreed to maintain and reinforce the annual diplomatic consultation mechanisms between the two countries in order to share views on bilateral relations and important international and regional issues in a timely manner. The Ministries of Foreign Affairsofthe two countries would conduct multi-level exchanges on various occasions to enhance mutual understanding, coordination, and cooperation.
IV The Chinese side appreciated the Bangladesh Government’s recognition of China’s full market economy status.
V The two sides stressed that they would continue efforts to further strengthen their cooperation in the fields of economy and trade, investment, agriculture, transportation, tourism, education, culture, etc. on the basis of equality and mutual benefit, fairness and rationality in the spirit of focus on actual effect. In this context they agreed :
1 to continue to promote the development of all- dimensional and multi-level trade and economic cooperation between the two countries;
2 to give full play to the role of the Joint Economic and Trade Commission to develop the potential and expand the scope of bilateral trade and economic cooperation;
3 to encourage business communities from both countries to have friendly exchanges and cooperation in various forms, and provide favorable conditions for their business activities;
4 to actively explore new ways to increase bilateral trade;
5 to make preferential duty arrangements to boost the import and export of commodities between the two countries. China recognized the imbalance in trade with Bangladesh, and would take active steps to increase import from Bangladesh;
6 to encourage and support enterprises to conduct two-way investments. The two sides would continue to improve their investment environment and earnestly fulfill the commitments defined in the existing investment agreements. China would actively support Chinese enterprises to expand investment in Bangladesh in order to scale down the trade imbalance with Bangladesh and achieve common development. China would, as a gesture of goodwill, take steps to promote Chinese enterprises’ investment in the textile industry of Bangladesh.
7 to take positive actions to create convenience for enterprises of both countries in project contracting and labor cooperation.
8 to strengthen agricultural cooperation and encourage mutually- beneficial cooperation in agricultural techniques, agricultural products processing and personnel training.
9 to intensify transportation cooperation. Both sides agreed to the opening of direct air link between Beijing of China and Dhaka of Bangladesh via Kunming, and were committed to the final running-through of Kunming-Chittagong road link.
10 to reinforce tourist cooperation. The Chinese side agreed to make Bangladesh Tourist Destination for Chinese Citizens. The authorities concerned in both countries may initiatedirect discussions and actively explore ways and ideas to further promote tourist cooperation.
11 to promote exchanges and cooperation in the fields of science and technology, education, culture, public health and sports; enhance the understanding and friendship between the two peoples by exchanging visits of delegations, cultural groups, sports persons, students, teachers and scholars, and holding exhibitions in each other’s countries. The Chinese side agreed to increase scholarships.
12 that China would provide concessional loan to install Digital Telephone Exchanges in metropolitan cities, important district headquarters and Upazila growth centers.
13 that the Chinese side agreed to positively consider providing loan for the Pagla Water Treatment Plant and North Dhaka (East) Sewerage Treatment Plant and Associated Sewerage System which the Bangladesh side appreciated, the details in this matter would be worked out later by the two sides.
VI The Chinese side reiterated its respect for the independence, sovereignty and territorial integrity of the People’s Republic of Bangladesh, as well as its supports for Bangladesh’s efforts to develop national economy.
The Bangladeshi side reiterated that there is only one China, and that the Government of the People’s Republic of China is the sole legal government representing the whole of China, and that Taiwan is an inalienable part of the Chinese territory. Bangladesh opposes Taiwan’s membership in any international and regional organizations open to sovereign countries only, and fully supports China’s peaceful reunification.
VII The two sides believed that strengthening exchanges and cooperation between the armed forces and conducting cooperation in public security and justice were significant components of the bilateral relations. Both sides agreed to conduct further exchanges and cooperation in these areas.
VIII The Chinese side appreciated Bangladesh’s active efforts to promote regional cooperation in South Asia. The Bangladeshi side supported China’swillingness to establishmutually beneficial cooperation with the South Asian Association for Regional Cooperation. The two sides believed that the level of cooperation within the Forum on Regional Economic Cooperation among BCIM should be further elevated and both sides will offer more supports and cooperation to the Forum.
IX The two sides were satisfied with their effective and efficient cooperation in international and regional affairs, and undertook to further enhance cooperation and coordination in the United Nations and other multinational fora and make concerted efforts to promote peace and development at both the regional and international levels.
X Both sides were committed to fight against terrorism and transnational crime, and agree to share information, exchange intelligence andcooperation inlaw enforcement in this field in order to ensure peace and stability in the region.
XI Both sides agreed to cooperate in the field of water resources, utilize and protect the water resources of transnational rivers in the region keeping in mind the principles of equality and fairness.
XII Bangladesh deeply appreciate China’s support for Bangladesh’s membership in the ASEAN Regional Forum(ARF).
H. E. Premier Wen Jiabao expressed his appreciation for the warm welcome and kind hospitality accorded to him during his visit in Bangladesh, and invited H. E. Prime Minister Begum Khaleda Zia to visit China within this year. H. E. Prime Minister Begum Khaleda Zia accepted the invitation with pleasure.
