Bangladesh Chemical Industries Corporation (BCIC) is the largest one amongst the Public Sector Corporations in Bangladesh. It came into being in July, 1976 by merger of the erstwhile three Corporations viz : Bangladesh Fertilizer, Chemical & Pharmaceutical Corporation, Bangladesh Paper and Board Corporation and Bangladesh Tanneries Corporation through the Presidential Order-27 (Bangladesh Industrial Enterprises Nationalisation Order-27 of 1972). Initially, BCIC started functioning with 88 enterprises inherited from the then three Corporations. During last 29 years of its management, 6(six) industries were newly established by the Corporation and more 3(Three) industries were handed over to BCIC by the Government. On the other hand as per disinvestment policy of the Govt. Out of the said 97 enterprises , 62 were disinvested by sale of Govt. shares, 7 enterprises were handed over to ex-private owners and 7 enterprises were handed over to Sena Kalyan Sangstha.
Later on, two enterprises such as Dhaka Leather Company Ltd. and Kohinoor Battery Manufacturers Ltd were closed on 28-9-1998 and 1-7-1999 respectively and all the manpower were paid off and enlisted for privatisation.
Besides these, 8(Eight) more enterprises were closed at the Govt. decision and enlisted for privatisation. Out of the above 10(ten) enterprises 3 (three) enterprises namely Lira Industrial Enterprises, Ujala Match Factory Ltd. and Kohinoor Battery Mfg. Amongst the remaining 7(seven) enterprises Khulna Newsprint Mills Ltd., Sylhet Pulp and Paper Mills Ltd., Chittagong Chemical Complex Ltd. and Karnaphuli Rayon and Chemicals (except the Chemical Plant) are now under Privatisation Process. Regarding North Bengal Paper Mills Ltd. (NBPM) & Dhaka Leather Company Ltd.(DLC) Govt. has given permission for restarting these two factories either by Joint Venture or Lease Agreement. Accordingly Necessary action is under progress for re-starting these two factories. Besides, Govt. has also accorded approval for re-starting Khulna Hardboard Mills Ltd. at self-financing programme of BCIC. Initiative is taken to re-start this factory as early as possible.
